Rashmi Pavagada Subbanarasimha is a PhD student at the Centre for IT and Public Policy (CITAPP), IIITB. She has professional experience spanning digital urban studies, urban planning, architecture, teaching, and research. Her research and professional interests lie at the intersection of digital infrastructure studies, public service management, urban planning, and information systems, with a core focus on exploring the politics of built environments, technology, and society.

Rashmi has contributed to projects on urban development planning, city infrastructure strategies, regional master plan development, town planning schemes, digital infrastructure and service design, and state open data policy management. She holds a Master’s degree in Urban and Regional Planning from CEPT University, Ahmedabad, and a Bachelor’s degree in Architecture from BMS College of Engineering, Bangalore.

PROJECTS

  • Urban Planning & Regulatory Frameworks: Contributed to the Master Plan 2024 for Gandhinagar–Ahmedabad, including bye-laws, zoning, regulatory, and policy frameworks.
  • Open Government & Digital Governance: Led the conceptualization and drafting of Karnataka’s Open Government Data Policy 2.0, alongside the design of a digital service delivery platform ensuring compliance with the framework and enabling transparent citizen access.
  • Integrated Information Systems: Coordinated the development of a unified information platform, engaging stakeholders across government departments to ensure interoperability, policy alignment, and user-centric design.
  • Digital Public Services & Regulatory Compliance: Directed the revision of seven digital public service platforms, originally designed under the RTI Act, to comply with emerging requirements of the Digital Personal Data Protection Act (DPDP), addressing privacy and cybersecurity standards.
  • State Welfare Service Delivery: Designed and deployed five digital service projects to operationalize the state government’s “Five Guarantee Schemes”, improving citizen access and delivery efficiency.

WORKSHOPS

  • Summer workshop in “mixed methods across the urban disciplines” at the University of Toronto, School of Cities in July-August 2023.
  • The Infrastructure Studies workshop “Between Promises and Ruptures: Infrastructural Realities of our Built World” at the Northwestern University in Qatar in mid-February 2025. A paper development workshop where all selected papers are undergoing reviews for journal submission. (final review process on-going)
